Resident: Who put the snowflake lights up? Dave's & Heart of Iowa

Resident: Got a letter in the mail who is it? Town: It's an insurance policy. It has nothing to do with the city. They send it on their own accord and send it to everyone with a Union address.

John & Brenda: Discussing final payment with honey creek. Had damage on their property on the concrete from the contractors. Is that the resdient responlity? Though the town? Wondering before it's closed out. Town: Have to talk to the contractors. Didn't know anything about it till now. If the contractor did it you need to go through them.

00:07:15 A. Clerk report

NOTES: Alliant came in Thursday last week, somebody called in the snowflake by the snap not working. The city has to get an election to look at it. a wire was broken off. The one by the bank is also not working now.

Derecho and Insurance just went over with the mayor. Looking at schedules for property specific. Putting insurance on the structure of the pool. Not sure if they want it done or not with the future in the air.

Sent the condemned building for the abandoned buildings. Want to know if contact was made outside of letters being sent. Property talked about. 703 Main 702 perry?? (10:07) - petition for the property to move to the city. Taxes haven't been paid. Suggests contacting people outside of just mailing them. Out of three only one life in town. the other two do not. Draft from the city and maybe contact through the sheriff departments to serve papers.

NOTES: FEMA money came in. HUGE thank you to Alan and Tom for the work.

13:50 7. Discuss and action on purchasing a garage door for the fire department.

NOTES: It's not the door. It's the opener. The opener is $1600. The lifts are 195. Town: suggests calling another location for other price options.

00:15:20 8. Discuss and action on hiring snow removal personnel and rate of pay.

NOTES: One applicant - Perry. Need more information before hiring.

00:16:20 9. Discuss and action on purchasing a dump trailer for snow removal and hauling sand/salt.

NOTES: Get the sand/salts from the county. To hauled needs to be contracted out or need to get a dump trailer. They cost about 8,000-12,000. Tom can do the research but thinks we need to decide how much the council wants to spend.

(Alan is looking up prices Tom as more about FEMA) 00:19:50 Loans at the bank, one was paid off.

20:20 - Alan just looked at prices online. one looks about 8,300 - 10,000. Put a cap on how much to spend? 12,000?

Motion - Allow Tom to look for a dump trailer for not more than 12,000

00:21:50 10. Discuss and action on the special election for the pool.

NOTES: All the clerk needs is approval from the city to send up the resolution to do the special election. It needs it asap. Needs to be done by Dec 28th. A special election would be in MARCH. What would be up for a vote would be to close the pool and the funds would move to the general funds or keep the pool open.

What does it cost? The cost could keep low by having volunteers count ballots.

Motion to do the special election-

00:25:30 11. Discuss and action on paying remaining invoices due to Honey Creek.

NOTES: Invoices found that have not been paid are over $34,000. Tom & Alan has gone through them the invoices. Then that will be done. That is it.

Motion to pay - 27:40 approved

00:27:45 12. Discuss and action on water at 207 Center St.

NOTES: Ongoing issue. Water bills paid but the owner wants some of the late fees waived? No. The water isn't turned on yet till the full bill is paid.

Motion for the town to not drop the late fees. and at the end of the month if he is still connected to the neighboring house then he would be stealing sewer. - Approved

00:30:31 13. Discuss and action on accepting LiHWAP (water payment assistance for residence).

NOTES: What it is: It’s a low-income assistant program. Residents who meet this will pay a portion of their water bill that would come directly to the city. Doing this already for a few other counties. They would cut a check but the resident has to apply.

00:32:20 14. Discuss and action on RESOLUTION 21-24.

Reading: Removing Stephanie as Mayor and taking her name off the accounts and adding Cindy Clemmons.
