NOTES: Council members had a few people with concerns about fire calls and Union Fire department responding. They ask if Whitten can be called at the same time Union is? It was like this in the past but got changed. It can quickly get changed back that way also. Just have to talk to Troy the Fire Chief.

00:05:30 Reporter asks a question about Dispatch radio issues. Its been an ongoing issue for a few months. It's been a county issue and the county is working on it. There have been talks about updates on the systems.

00:07:30 - Resident asking about putting a camper in the yard, if there is any code or ordancess. The Town Council says there is no code about campers being in the yard. It is fine. As long as it has license plates it's fine.

9:00 - Resident, the Snap owner, asksa about an update on garbage tags. The city has been low for a while and they have been trying to get into contact with people and getting more. The Clerk says that they should be in production as of Monday. For a temporary fix the clerk will make up a few green tags that can be used till the new ones come in.

NOTES: Mayor talked to Diana about paying for the parts and equipment. She is working on it. Paint over it of the equipment

Mayor talked to John, the Town Maintenance, about getting strips.

00:14:30 The Clerk says that the reports for Rhonda, and sheriff's report in their packets the Town Council has.

00:14:30 Clerk Report:

NOTES: There was a tax sale, the city was not notified. The treasurer's office and the recorder was very helpful. they knocked off the leans. The city will have to do this for their books.

The ambulance fund every year goes to their vehicle 8070$ into the ambulance fund.

Fire Dept. 6000$ + went to the truck fund and is now: $24385.40.

00:17:00 Mayor ask about a check from that time period, that hasnt gone though what are the rules on that? Clerk: Maybe 6 months?

00:18:00 Going over budget and where money is and where it went.

The current amount in the accounts are what's reported. The pool has 10,000$.

20:15 There is a pool leak. will probably need to dig it up. The wooden fence will need to be replaced. Also talks of getting a new diving board.

00:22:00 Need to look at the Sinking sewer funds. Water and Tax coving it but the sink is not cover itself. IT would NOT affect the bills at all.

00:23:55 Special assessments: There was a sale. Leans got paid off it was nearly 8000$ worth.


BASIC SUMMERY: Leans are bills/charges against the homeowners of a property within the city. If they are not paid then they go onto the taxes. Someone, Anyone can pay for those. They then can collect interest. After a period of time then they can own/enforce the residents.

The City became the owner of an abandoned location. They want to remove the leans (Bills/charges) off the city. Otherwise the city will pay itself.


00:30:00 Pool Report

NOTES: Diving board has broke, there is a leak, wooden fence needs fixed. Good amount of kids are coming in.


00:31:00 Ronda Report: (ALSO #1 Well PIt Bid)

NOTES: There is a well house leak that needs to be fixed. It could get bad. Had a previous bid but they didn't want to pull the pump. The people who could do it didnt know if they had the equipment to do so. If the pump is 7.5 then the company can work on it but if it is 15 then they cant.

If the leak and pump are worked on then the water will have to be shut down but there may be enough water in the water tower. As long as the tower is full and the project does not delay it will be fine but there will have to be a boil advisory when they start back up.

Denis is concern is that it's getting really bad and he's afraid that it will blow and it would be very bad.

Allen made a comment to the mayor about Rhonda's job and taking bids but the town council could double check the bids. She can refer bids. Rhonda has reached out to 2-3 people to fix the well but only one replied. Something has to be done tonight.

00:38:00 Mayor calls Rhonda and puts her on speaker phone. Are we on a waiting list now? Rhonda: They have ordered the parts and they are ready to go. Once they have the parts they will double check there schedule but the town is on a ASAP list. She confirmed she reached out to others but only one replied.

Can they do it all at the same time? Rhonda will ask.

There may be paperwork in the well house with info. May not be the newer pump though?

Once they pull the pump what happens? Rhonda: they will clean and service it. Its part of it. It should be pulled every 5 years but this one hasn't been. its about 15yrs or so old.

Plan of action: The city will make a decision then rhonda has time to find out what the company can do. Mccoy did the work last time the pump was put in. Can ask the other two people that Rhonda reach out to and see what their quote will be and compare with the first company that can do the work.

Rhonda did contact a Council member about what to do. She did not go out of line.

Is there a recommendation or law to pull the pump? That is part of Rhonda job to be up to date with that but laws change a lot especially with DNR. Rhonda has approved the condition so they believe it is a recommendation.

NOTES: Had an issue with someone from out of town bringing brush to the burn pile. Just need a sign. Say no leaves, brush only.

People who violate it, is there a fine? Do we set one? If we had a police department then probably but nothing can really be done. The Sign just helps with 'oh i didn't know'

00:59:00 10. Consider televising sewer on Main Street.

NOTES: Allen put it on the agenda but isn't there to explain it. Someone ran water through their sewer line and caused a back up. Theres a suggestion start up cleaning the sewer lines every few blocks every so often. Possibly. Want to talk to Rhonda abou it.

Tabled to get some quotes and do research.


1:01:30 11. Consider terms of sale of 203 and 205 Center Street

NOTES: Someone interested wanted those lots. City wants to do all 3 lots that the city owns. but want to add that buildings need to be torn down within a certain time frame.

They need to set a public hearing but they want to get everything set up.

The city has done similar things in the past in 2011 on a different property but it can be used as a reference on the steps to do.

Next step will be getting a public hearing set up.
